That tracking is only allowed during the wokring working hours means that it is only allowed during the hours setup in the user's work week, see above. However, if the user is has checked in and then checked out, then it may also be assumed that they are at work, regardless of the work week setup. This is configured in the System module:
The Only during work hours setting can be considered a global override of the individual settings for the users.
